The five major organs of the public

(a) There can be no country without the people.

(b) The three branches of sovereignty held by the authorities—the executive, judicial, and legislative powers—did not fall from the sky, nor did they spring from the ground. They are powers bestowed upon them by the entire people.

(c) The salaries and allowances received by civil servants, from the President to the lowest level, are paid out of government funds provided by the public as taxes.
