          The world is facing increasing pressure to respond to the global challenges that the world is facing, and the popular term “governance” reflects the changing role of the state and the rules it uses. The question is why this concept has emerged and why it is considered the best way to deal with complex political and social problems. The term governance was not popular until the late 1980s. The term reflects scholars’ understanding of the changing role of the state. For some scholars, governance means reducing the role of the state and rebalancing the role of other social institutions in a democratic manner. For others, governance means the role of non-state actors, It is a system in which the state works in partnership with civil society organizations, etc. Before discussing the fundamental role of the state, we will examine the fundamental definitions of governance that have been accepted and recognized by leading world organizations.

The statements and studies of leading global organizations on governance seem to converge on a point where they refer to the stages of the process of wielding power.

Governance is the exercise of power in managing a country’s economic and social resources. The World Bank identifies three distinct aspects of governance: (1) the nature of the political system; (2) the process of delegating power to manage the country’s economic and social resources; and (3) the capacity of government to formulate, implement, and delegate policies (World Bank report, 1997, cited in Fukuda and Rich Ponzio, 2002, p.
